摘要
教育公平观的变化，实质是“什么要平等“这一评估域的转换。60余年来，我国教育公平的评估域从强调政治、经济等“社会“的片面需求逐渐转向侧重“人“的全面发展。当前，“效率优先，兼顾公平“的政策话语虽已让位于“更加注重社会公平，大力促进教育公平“，但“效率优先“的路径依赖与实践惯性依然强劲。“新教育公平“观旨在实现以“人“为核心评估域的视角转换，主张从注重效率优先到强调公平正义，从注重教育公平的外延到关注教育公平的内涵。而依靠发展、通过改革和增加创新，则是实现新教育公平的可行路径。

Theessencetothechangeontheoutlookofeducationalequityliesintheshiftofitsevaluationdomainthatwhatisneededtobeequal.Forthepast60years，Chineseeducationevaluationdomainhasshiftedfromthepreviousunilateralemphasisonthesocialfactors，suchaspoliticsandeconomytothenowall-rounddevelopmentofhuman-beings.Despitethepriorityofefficiencywithdueconsiderationtofairness，givenbytheoutdatedpoliticaldiscourse，hasbeensubstitutedbythenewconceptofpayingmoreattentiontosocialfairnessandpromotingeducationalequity，thepathdependenceandpracticeinertiafromtheideaof＂efficiencyfirst＂isstillprevailing.Thenewconceptofeducationalequityaimstotake＂man＂asthecoreinitsevaluationdomain.Itistoembracefairnessandjusticebyabolishingthemisbeliefinefficiency.Meanwhile，itistoshiftourattentionfromtheexteriortotheinteriorofeducationalequity.Relyingonthedevelopmentandencouragingcreativityisafeasiblepathtorealizethenewconceptofeducationalequity.
